During the Quarter Quell (the 75th Annual Hunger Games), the rising rebellion housed in the remains of the heavily bombed District 13 staged a rescue of the competitors. While the disruption of the Capitol and saving of some of the previous victors from the clockwork arena worked, some were left behind. After setting up Katniss as “The Mockingjay” to help incite further rebellion among the districts, President Coin finally gave into the persuadings of Katniss and Finnick, it was agreed to send a group to rescue Peeta Mellark, Johanna Mason, Enobaria, and Annie Cresta, who remained in the Capitol’s clutches.
However, the rescue did not go as planned. Those who were not killed were taken hostage and, in a panic, Coin called a meeting with President Snow of the Capitol. Arrangements were finally made, not for the release of the prisoners, but rather for a new type of warfare. In the hopes of lessening the damages to the whole of Panem, the war would be decided in an enormous arena not unlike those of the Hunger Games of years past. But this time it would be rebels versus those loyal still to the Capitol – the last side standing would win both the ‘games’ and the war itself.
So once more into the arena went choice fighters from the rebel side as well as the Capitol side, with the added complication that the rebels were going in blind to the fact that who they thought was an ally, Peeta, had been hijacked into fighting without constraint against the rebels.
Outside the arena, though the ‘games’ are just starting to heat up in the arena, those outside its walls are not opposed to pulling a few political strings or using the odd underhanded trick here and there to ensure their side finds victory no matter what happens in the arena.
