Immediately at the end of the Quarter Quell, it was destroyed by Capitol bombings and all that remains are ruins surrounded by a meadow, and the uninhabited Victor's Village. District 13 Supposedly destroyed by the Capitol in the Dark Days, District 13 moved underground and became the headquarters of the rebellion movement. It came to an agreement with the Capitol to keep quiet so long as it was left alone, and has since become self-sufficient. Citizens are kept on a strict schedule and everything is regimented and highly organized. The industry prior to the Dark Days was graphite mining and nuclear weaponry.
